The Boston Globe newspaper has rated The Top Science Fiction Television Shows of All Time and within that list among the top ten Doctor Who ranks as number 8 in the list. Unfortunately, it appears the newspaper is completely unaware that the series has been renewed with new episodes this year, and new episodes planned for the next two years as well and hopefully onward.
"Sure, many of the monsters were terribly cheesy, but it is a classic nonetheless," states the article.
Actually if you realize that the classic series has not been broadcast in the U.S. in some number of years now and the new series has yet been broadcast at all yet in the U.S., it may be a miracle that Doctor Who even made this mainstream list at all, let alone making it within the top ten.
The list is pretty generous in how it defines science fiction though. There are several shows that are merely super-hero fantasy shows (i.e. Batman (1966) is included on the list) as well as shows such as The Man from U.N.C.L.E. (while sure it had it's imaginative tech gadgets just like Bond but I wouldn't consider it a science fiction show really).
