In North America programmes are generally 42-44 minutes in length to allow for commercials to fill out a 60 minute timeslot. There are of course also shows that run longer than this on cable channels that have no commercials
In the UK there is much more variety in terms of programme lengths. There are 45/50 minute (60 minute slot) dramas for commercial television, 60 minute (60 minute slot) dramas for the BBC, 45/50 minute (45/50 minute slot) drams for the BBC, 70 minute dramas (90 minute slot) for commercial television. In general there is just a lot more flexibility when it comes to programme lenght. On the BBC 60 minute shows (no commercials) are very common.
