Ahh... yes. It was because Rose was a time traveler that the Dalek was able to rejuvenate. Thanks for the reminder, I had completely forgot when I was reviewing it. Also in this episode, it was mentioned that the last person that touched it burst into flames... Again, I think both ideas are breaking away of established history of the Daleks, but it wouldn't be the first time this has happened in series.
