The Web Planet was pushed back to bring other released forward in the schedule. The US distributers rightly felt that the Dalek releases would be more popular, so they leapfrogged the Zarbi and the Menoptera.
Four months seems to be the wait time for most non-print, non-audio merchandise as well. I can understand timing releases to the major broadcasts in North America for the new series items. I can also understand giving the UK licencees first crack at the videos. But the sad fact is that any delay between releases in different regions, especially if the releases are identical, means that there will be a window of opportunity for pirates to provide what the content owners and their distributors are not.
