Regarding Doctor Who vs. Sliders... Fox choosing Sliders over Doctor Who as a series doesn't follow on from the tv movie. Sliders debuted on Fox in March 1995 more than a year before the TVM aired. The choice of Sliders over Doctor Who came from an earlier attempt to get Doctor Who onto Fox in 1994. This isn't really connected to the failure of the TVM to turn into a series in 1996/97.
