Not as rare as you may think. We've had shows that would run repeats of episodes to fill gaps in production and syndication. In general, if one wanted to repeat a show in the UK, you would have to renegotiate with the artists as the contracts were quite different than here in the state. Star Trek was shown over and over throughout my lifetime. And how much of THe Honeymooners and I Love Lucy, etc. Until the advent of the multichannel era, most episodes of Doctor Who were aired only the once on BBC1, and that was it as far as UK audiences were concerned. I remember seeing many of the Doctor Who multiple times during their runs on WOR and the various PBS stations here in the US.
