I believe the story is that the US distributor pointed out that the US public prefers to purchase old TV programs by the season and that they convinced the BBC to allow them to releaase the Key to Time season as a "rush" to get something more to the market. I'm sure that the Restoration Team and the BBC want to release these stories to match the quality of the other releases in the range in the UK, and possibly also elsewhere.
