Adding those 15 minutes to each episode would then add almost 3 months to the production (if we follow the current pace), which would mean that the series would be in production almost a whole year for 14 60 minute episodes. If Christopher Eccleston was exhausted from the pace of series 1, then that pace would drive the whole production crew mad. Sure, they could probably increase the pace of production, but if your comparing a 45 minute program in the UK to a 60 minute US program, then they are about the same running time... due to commercials.
