That's my justification anyway. Could you imagine the Doctor going through that tearful loss at the end of Doomsday only to find that his TARDIS was sucked into the Void? He'd be trapped working for Torchwood just like he once was with UNIT, only this time, NO broken TARDIS?!?
Louis would freak! There'd be NO WAY to get him off Earth then!
