I think that Davros is the most likely to return, given that he has already been mentioned in all but name, and in the same episode we see a cyberman helmet. Also, let's look at the evidence: Big Finish have a Cyberman mini-series, Cybermen return to TV. Big Finish is to have a Davros mini-series, you do the math! Also, the Ice Warriors have been mentioned, so we may see them as well at some future point. There seems to be quite a bit of foreshadowing/telegraphing in the new series, if one is looking. Though some of those may be red herrings. Yum, herring.
I would most like to see the Sontarans, though. Bring back the potatoheads. Weren't they the only ones to successfully land on Gallifrey? (on TV that is)
