IMO I think that relates to two related issues.
The notion that the show always centres on humans was pretty much RTD's pitch that got the show greenlit - "ordinary people reacting to the extraordinary". That's what the BBC thought they were going to get to excite mainstream audiences at a Saturday tea-time and that's why they shelled out the money to get it made. Its not that surprising that as a result, that's what they've got.
But cost is still a massive factor. During the classic series, the cheapest stuff to do was in-studio and there wasn't a huge difference in cost if that studio set was a living room on Earth or a space room galaxies away. The expensive stuff was shooting anything on location.
Things are completely different now. Anything that can be shot on location in an office or on the streets of Cardiff is the cheapest option. It saves money for special effects and for impressive sets when they do go "off-world".
Those two reasons combined to keep series one resolutely on Earth. (and why the main "Space Station" set got re-used to save more money) As the series has progressed, its got better at finding locations to shoot at that can be easily dressed up to be spaceships or alien underground cities.
The fact that the BBC has given a long term commitment to the show has also meant that "The Mill" can invest in the time and new technology that's further brought down the costs of making off-world adventures. Putting real actors in an "alien setting" cost a fortune for the opening of "Army Of Ghosts" but its now a lot easier and cheaper to do. Which is why we've seen it used twice allready this series to create new planets.
I do think it is important that the BBC does have a "maximum" budget for its dramas and that "Doctor Who" sits alongside shows like "Waking The Dead" or "Life On Mars" in terms of how much money they have to play with. That's always going to lead to compromises as to the variety of stories you can tell. The same is going to be true even when Moffat takes over.
What is good is that the production team has always tried to find ways to make their money go further, to make the alien realisable. Hopefully in 2010 they'll keep on doing that!

I didn't recognize her in the first photo that Dave posted, and I never saw Dark Angel... but in the second photo from Dave, the wallpaper one, she looks like the actress that is in the Terminator television series... the Sarah Conner Chronicles or something like that (I almost typed the Sarah Jane Adventures before I stopped my fingers.).
