I read one of the adventurs for the new season is the Doctor and Martha will be in 1930's US.
If they're gonna meet someone let's have'm meet the Shadow, Elliot Ness, Al Capone.
Out of the US, Doc Savage, the Phantom, Tarzan, Zorro.

All excellent suggestions, but I'm thinking it would have to a real character from history, like Ness or Capone.
Clearly, you share my love of 1930s pulp fiction, but I can't recall a time at which the Doctor has met a fictional character from literature, like Doc Savage or The Phantom. I'm guessing that's against the rules, unless we're talking about another parallel Earth story, in which fictional characters are part of the reality.
Other people I'd like The Doctor to run into at some point? Sir Arthur Conan Doyle, H.P. Lovecraft, the historical figure behind the legend of King Arthur, Winston Churchill, and Loren Coleman (Cryptozoologist and Bigfoot researcher).
And, if I had to choose some purely fictional characters to throw into the mix, Agents Fox Mulder and Dana Sculley, oh and Carl Kolchak (The Nightstalker).

I'm a huge fan of 30s/40s pulp too. I have a small collection of Doc Savage books (from the 70s, alas) and have a lot of Green Hornet, The Shadow, Philip Marlowe, etc, on MP3 from the original radio plays.
I love listening to those.
But the copyright issues would be insane! And fictional characters wouldn't be playing fair. The Doctor is supposed to be living in "our" world, not a fictional reality.
He is, isn't he???

Alright, I'm picturing it now.... the Tardis lands in the Western Highlands, just as Flora is trying to get Bonnie Prince Charlie out of Scotland alive. The Doctor comes up with the idea of dressing the prince in drag to get past Cumberland's redcoats! That would be a fun story - the Doctor, the prince and Flora (as well as a black companion in 18th century Scotland - could be interesting dynamic there) running the hills and glens to get across the sea to Skye and then on to France. (except, I think an episode of Highlander did this same story.....) |

We've seen one of his adventures when he encounters H.G. Wells. (Herbert) in the story Timelash.
We know he has a relationship with Leonardo Da Vinci from what we have seen in City of Death.
And although he has yet to meet the fictional character Victor Frankenstein to my knowledge (though he can be seen briefly in the 1996 Paul McGann video movie), he has met his monster and Dracula as well. Of sorts anyway in the story The Chase.

Yeah, that movie wasn't very....well, the rest of the movie's weren't very you know either. But, I'm a girl who likes scifi, so the TV show had two things going for it: it was "scifi"-ish and hte lead was hot.... |

I wonder why the Doctor has never met Shakespeare?
Only joking. I like the King Arthur idea, put some sort of a spin on it and add the the myth. Perhaps William Wallace or Rob Roy. Has he ever met Henry VIII? They could maybe do a War of the Roses story. |

Oh he has... in the 1965 story The Chase whilst Shakespeare is creating Hamlet. The Doctor will met up with Shakespeare again (see here) next year as well.
