This discussion is based on a number of currently minor (but perhaps ultimately major) spoilers about episodes that have already been broadcast in the UK.
However, this thread is NOT meant to introduce elements from episodes that have yet to see British broadcast. If you have knowledge of an upcoming episode, please DO NOT post it here without whiting out the text and applying proper warnings.

Is it just me or does "Smith and Jones" give us back the year we were missing starting with "Aliens of London"? It seems to me that if Saxon's in a position to order the military around in "Runaway", he's already been elected.
But "S&J" implies he's still running. Else, Morganstern, in his radio interview, would have accorded him a bit more respect, and said ". . . it all proves the Prime Minister right," instead of " . . . it all proves Mr. Saxon right". And Martha, who works right next to the Thames, would surely have listed the draining of the Thames when she's rattling off all the odd things that happened lately.
LIkewise, why would the Doctor have said in "TSC", "wait until you read Book 7 [of Harry Potter]"
The only thing I can figure is that "Runaway" postdates "Smith & Jones", once again harmonizing broadcast date and narrative date. More interestingly, if all this is true, it would seem to imply that the Tenth Doctor was back in an England that still had Rose. Perhaps when he was "just wandering past", he was dangerously considering some "Father's Day"-type time alteration of his own, when he got distracted. |

Well Vladimir Putin was running the military before he got elected!
Perhaps Saxon has a job in the military or civil defence but now it standing for Public Office.
I think the 'Vote Saxon' timeline is present day and that's where the Doctor and Martha will meet up with him.

Ok theoriticaly speaking the events of Army of Ghost and Doomsday took place in 2006 with the entire Torchwood run taking place in 2007 (TW website seems to indicate this). Then we have Runaway which I can only classify as future unknown date, which brings us to S&J if the info above is correct then S&J taking place in London can be placed in early 2007 before we run into the problem of Jack (perhaps the "hand" has a range). Since it has not been explicitly stated this placement seems most likely (with what we think we know ).

Right near the end as the waters flowing out of the Thames a military group turned up with a tank - the officer shouts 'Mr Saxon says fire at will'

Although we've 'seen' Jack leave Torchwood sometime in 2007 or even 2006 - we don't meet him again until towards the end of Dr Who Series 3 - BUT we don't know 'from whence the Tardis had travelled from' when it came to pick up Jack - OR to where with Jack aboard they will go.
ie. its not as if the Doctor and Marta 'land' at a set time and walk into Torchwood - we (I) think that the Tardis at some point is 'in range (both Space & Time) of the hand' and the Doctor maybe knowing or not knowning 'what' the item is come to find out.
I suppose it depends where & when they are in the episode before Jack is picked up.
If any of that makes sence
