That is the symbol we see in LazLabs. It is similar to the Gallireyan in the Doctor's TARDIS from the 2005 series. It doesn't look anything like the Seal of Rassilon, though.

Actually, this is what it reminded me of as well... specifically calling back to the Mark Gatiss and David Williams comedy sketch they did together in 1999 for Doctor Who Night in a piece called The Pitch of Fear. In it, Mark Gatiss plays a BBC exec, 'Mr. Borusa' and David Williams plays Doctor Who creator Sidney Newman pitching the idea of "Doctor Who" to him. At one point, through a series of taps on his desk and clipboard, hums, and other noises that Mark Gatiss' character and a courier (Paul Putner) that steps into the office produces, it forms the Doctor Who theme.
