Based on their backgrounds I seriously doubt it. The last name is about they only thing they seem to have in common. If they are related it's a remote connection somewhere in the distant past.

I don't know either, but a quick search on Google indicates that Eve Myles is Welsh, and Sophia Myles was born in London. Not proof of anything, true, but probably a good reason to think they're unrelated.
Like all the "Smiths" in Doctor Who? Not all of them are related.

They appear and sound like they come from different backgrounds. However, Sophia did have a grandfather who lived in south Wales but I don't know if he was Welsh. Sophia herself seems very much to not be Welsh. Eve is of course very Welsh.
