Probably due to some provision that DirecTV as a content provider had to follow with the movie studios. Standalone TiVo boxes don't provide any content (other than the guide listing and a few Showcases promos) so they themselves are not as bonded to the studios or the MPAA. 
eww... They should offer free upgrades to anyone that bought Toast 7 within the last month or two... well, that is what they should do, I don't know what if anything they actually do. But you should check it out.
