his world has Torchwood. so therfore it has a Doctor. but a Doctor With outrose.

At the time, if I recall correctly, I believe RTD said that there is no Doctor in Pete's world. Something to that effect... that the Time Lords didn't exist there or something or another. Very convenient, either way.

I don't remember the exact explanation, but I think somebody (maybe RTD like Louis said - from a confidential ep perhaps?) was able to cite instances where it was said that there's no alternate universe Doctor, Gallifrey, or any Time Lords at all for that matter.

Maybe somebody else can fill in the details.

I always just sort of thought that since the Timelords used to pop back and forth (and be home for tea!) between universes that they were like a universal constant so had no alternative versions of themselves.

If memory serves, this was explained on one of the commentary tracks for either "Rise of the Cybermen/Age of Steel" or "Army of Ghosts/Doomsday" - can't remember which. And it may have even been a Confidential correlated to those episodes, as already mentioned.

What I don't recall is the exact excuse/reasoning offered up as to "why" there could or couldn't be another Doctor, which could mean (to me, anyway) what was given in relation to the explanation was relatively useless in clarifying anything to satisfactory standards.

Someone on here has got to remember exactly, though. Taras, maybe? Big Grin
